Freeman B. Duncan was raised in Northern Virginia outside of Washington D.C.; Mr. Duncan attended the University of Wyoming where he obtained a Bachelor of Science degree in Business and a Juris Doctorate.   Mr. Duncan served as a Judge Advocate in the United States Air Force and later as a Reserve Judge Advocate before retiring to the Coeur d'Alene area and starting his own law practice.   Mr. Duncan obtained a Masters degree in Taxation from Gonzaga University.   Mr. Duncan represents the Post Falls Urban Renewal Agency and the Kootenai County Metropolitan Planning Organization.   He is a charter member of the Post Falls Rotary Club and past President.

Mr. Duncan served in the Idaho House of Representatives from 1979 to 1982 and served as Legislative Liaison for the Idaho Attorney General from 1995 to 1998.   Mr. Duncan has also served on the board of the Idaho State Library, the Idaho Parole Commission numerous local boards including Jobs Plus and Concerned Business of North Idaho. He is on the Coeur d'Alene and the Post Falls Chambers of Commerce, Kootenai Perspectives, Community Building Partners, Post Falls Community Volunteers, Hospice of North Idaho and United Way.
